Russia’s Federal Security Service said on July 29, 2026, that it had charged Telegram founder Pavel Durov with facilitating terrorist activity and issued an international warrant for his arrest, escalating an earlier Russian criminal case as the GRAM token extended its weekly decline.

The FSB alleged that Telegram failed to remove channels, chats, bots and other material used by Ukrainian intelligence services, terrorist groups and extremist organizations for activity inside Russia. Russian authorities said the disputed content was used to coordinate attacks, recruit operatives and conduct cyber fraud. The allegations also covered purported efforts to organize sabotage and mass killings.

“Each day, the authorities fabricate new pretexts to restrict Russians’ access to Telegram as they seek to suppress the right to privacy and free speech,” Durov said.

Durov said in April that Russian authorities appeared to be accusing him of defending constitutional protections for free speech and private correspondence. He said he was proud to be guilty of defending those protections.

Durov has not issued a written public response to the formal charge or reported warrant.

Russia has attempted to restrict Telegram since 2018, while government agencies, officials, military-linked communities and other state-associated users have continued using the platform for public and operational communications.

Reports preceding the charge said Russian authorities delivered an April summons to a former Russian address connected to Durov. He has not lived in the country for more than a decade.

Durov holds Emirati and French passports. His location at the time of the Russian announcement was not confirmed. A May 16 Telegram post placed him in Dubai, while a July 23 update suggested he was in Georgia and expected to return soon.

French investigation remains unresolved

Durov also remains under criminal investigation in France over alleged illegal activity conducted through Telegram. French authorities detained him at Paris Le Bourget Airport in August 2024, triggering a substantially larger immediate market reaction in the token then known as Toncoin.

The French investigation concerns Telegram’s alleged failure to cooperate adequately with law enforcement and suspected criminal activity facilitated through the platform. Russia’s case differs by centering on wartime security, terrorism-related allegations and the purported use of Telegram by Ukrainian intelligence and extremist organizations.
