The Wyoming Stable Token Commission said on September 2, 2026, that it adopted Chainlink Proof of Reserve as the core infrastructure for verifying assets backing the Frontier Stable Token, or FRNT, adding near-real-time onchain reserve verification to the state-issued stable token while preserving independent reserve examinations.

The integration extends Wyoming’s existing relationship with Chainlink. During August 2026, the Wyoming Stable Token Commission fully migrated FRNT from LayerZero to Chainlink’s Cross-Chain Interoperability Protocol, or CCIP, following a security review and made CCIP its exclusive infrastructure for transferring FRNT across blockchains. The move placed Wyoming among projects shifting infrastructure from LayerZero to CCIP, with $15 billion in onchain value having migrated between the two systems.

Chainlink now supports two separate parts of FRNT’s infrastructure. CCIP handles cross-chain transfers, while Chainlink Proof of Reserve serves as Wyoming’s exclusive onchain infrastructure for verifying reserve assets. The Wyoming Stable Token Commission said the reserve system is intended to combine independent examinations with automated publication of verified reserve information onchain, giving regulators, institutions and market participants more continuous visibility into whether FRNT remains fully backed.

The Network Firm will continue examining FRNT’s reserves and token supply under AICPA standards, while Chainlink Proof of Reserve will make the verified information available onchain in near real time. The arrangement keeps the independent examination and blockchain-delivery functions separate, with The Network Firm responsible for the review and Chainlink responsible for transmitting the verified reserve data.

Wyoming already publishes daily attestations for FRNT. The GENIUS Act requires monthly disclosures covering reserve composition and tokens in circulation, supported by independent audits. Chainlink Proof of Reserve adds automated onchain delivery between formal reporting periods, allowing verified reserve information to be updated more continuously rather than relying solely on periodic disclosure.

Secure Mint Would Tie FRNT Issuance Directly to Reserves

The Wyoming Stable Token Commission is also in the process of adopting Chainlink Proof of Reserve Secure Mint, a mechanism designed to prevent additional FRNT from being issued unless verified reserve assets are sufficient to cover the token supply. Under the planned system, confirmed reserve value would need to equal or exceed total FRNT supply before new tokens could be minted.

Secure Mint would create a programmatic control between verified collateral and token creation. If sufficient collateral cannot be confirmed, the mechanism is designed to stop additional FRNT issuance. According to the Wyoming Stable Token Commission, the approach is also intended to reduce the risk of “infinite-mint” attacks, in which a vulnerability could otherwise permit unauthorized token creation.

The reserve check expands Proof of Reserve from a transparency mechanism into an issuance control. Proof of Reserve provides onchain confirmation of backing for existing FRNT, while Secure Mint would require that backing to be verified before the circulating supply can increase. The Wyoming Stable Token Commission has described the system as a way to provide cryptographic assurance that newly issued tokens remain backed by reserve assets.

FRNT Uses Public-Sector Issuance and Fiat Reserves

FRNT launched in January 2026 and, according to the Wyoming Stable Token Commission, is the first fully fiat-backed stablecoin issued by a U.S. public institution. The token is backed by U.S. dollars and short-term U.S. Treasuries, with income from its reserve assets intended to support Wyoming state revenue and public-education funding.

FRNT differs structurally from privately issued stablecoins such as USDT and USDC because a state government entity stands behind the issuance. The reserve model directs yield toward public-finance purposes, including state revenue and the Common School Permanent Land Fund, while another description of the program states that reserve income supports Wyoming’s School Foundation Program.

Wyoming’s adoption of Proof of Reserve does not establish a new federal requirement. The state’s framework instead combines daily attestations, independent examinations under AICPA standards, automated onchain reserve verification and, once implemented, a pre-mint reserve check designed to prevent new FRNT issuance unless verified assets are sufficient to support the outstanding supply.
